Description
~~~~~~~~~~~

`iscellstr(x)` returns true if x is a cell array of strings (or an
empty cell array) and false otherwise.

    iscellstr(`cell`_(3))
    
    strcell = `cell`_(3,1);
    strcell(1).entries="Scilab";
